Only 31% Have Actually Used It. Which Side Are You On?

Two numbers from IMDA’s own research tell you almost everything about where Singapore business stands on AI right now: 83% of Singapore businesses say AI is important. Only 31% have actually deployed it. That gap — between knowing and doing — is exactly where competitive advantage is being won and lost this year, quietly, while most businesses are still at the “we should look into that” stage.

If you run an SME and haven’t taken a real step yet, you’re not alone. But it’s worth understanding precisely how the gap is widening, because the risk isn’t abstract — it’s a specific, measurable story about who’s pulling ahead and why.

The gap is widest exactly where you’d worry it is

Singapore’s SME AI adoption genuinely tripled in a single year — from 4.2% in 2023 to 14.5% in 2024, according to the Pertama Partners SEA Mid-Market AI Adoption Index. That sounds like fast progress, and it is. But look at the same period for large companies: 44% had already adopted AI while SMEs sat at 4.2% — a tenfold gap. Bigger, better-resourced competitors moved first and moved harder, and they’re not waiting for smaller businesses to catch up.

“Adoption” mostly means less than it sounds like

Here’s the more uncomfortable finding, and it matters for what you actually do next. Break Singapore’s AI maturity down by stage rather than a single headline number, and the picture sharpens considerably: businesses score well on Awareness and Experimentation — everyone’s heard of it, plenty have tried something — but the score drops sharply once you get to Implementation, Integration, and Optimisation. Translate that out of survey language: most businesses that say they “use AI” mean one person tried one tool, once. That’s not a capability. That’s a browser tab.

Sector research backs this up directly. In financial services, 75% of SMEs surveyed said they use AI — but only 29% of those had reached anything resembling advanced use, like combining tools or building their own systems. Healthcare reported 61% adoption with just 16% advanced. Manufacturing: 57% adoption, 23% advanced. The real fault line isn’t “using AI versus not using AI” — it’s between businesses that have actually built AI into daily operations, and businesses where someone tried ChatGPT once and moved on.

Why this compounds, quietly, over time

This is the part that makes waiting a genuine risk rather than a neutral choice. Businesses that do integrate AI properly aren’t seeing marginal gains — SMEs using AI-enabled solutions under Singapore’s Productivity Solutions Grant reported average cost savings of 52% in 2024, rising to 71% for AI-powered cybersecurity tools specifically. That’s not hype; that’s a government-tracked figure from real grant recipients. A competitor operating at meaningfully lower cost, with more staff time freed up for growth rather than repetitive tasks, doesn’t announce that advantage — it just shows up, quarter after quarter, as better pricing, faster turnaround, or simply more capacity to chase the same customers you’re chasing. That’s the realistic version of “replaced by someone who did adopt”: not AI taking your business, but a competitor who used AI well taking your customers.

Singapore’s government is treating this as urgent — not as hype

Worth knowing, because it’s a strong outside signal that this isn’t just agency marketing talk: SMEs make up the overwhelming majority of Singapore’s businesses and employ most of the workforce, and Budget 2026 responded accordingly. The Enterprise Innovation Scheme now offers a 400% tax deduction on qualifying AI spend, the Productivity Solutions Grant has been expanded specifically to cover more AI-enabled tools, and EnterpriseSG and DISG launched a dedicated Champions of AI Programme in March 2026 to drive AI transformation across the SME sector specifically. When government policy moves this decisively and this specifically, it’s a signal the urgency is real, not manufactured.

The honest caveat — because we just wrote about this exact trap

We’ve also written honestly about why roughly 80% of AI projects fail to deliver real business value — and the uncomfortable truth is that the businesses winning this race aren’t the ones that moved fastest into the first shiny tool. They’re the ones that moved deliberately: a specific, well-scoped use case, a clear way to measure success, and an honest look at whether their data was ready before committing budget. The urgency here is about starting the capability-building journey now — not about signing with the first vendor promising instant transformation. Waiting is a real risk. So is rushing carelessly into the wrong project, in the opposite direction.

What actually taking the step looks like

It doesn’t mean replacing staff or attempting a company-wide transformation on day one. It means picking one genuinely repetitive, time-consuming task in your business and testing, cheaply, whether AI can meaningfully help with it — using the grant support already available to reduce the cost of finding out. It means building real capability across a couple of people, not leaving it to one employee quietly experimenting alone. The gap between the 83% who know AI matters and the 31% who’ve actually deployed it isn’t closed by conviction. It’s closed by one small, deliberate step, taken now rather than next year.

Where Oasis Web Asia comes in

As an AI consultancy Singapore SMEs work with, we help businesses take that first real step — deliberately, with a clear use case and an honest read on what will actually work, not a rushed leap into whatever’s trending. While competitors are still stuck at “someone tried ChatGPT once,” we help you build the kind of real, working capability the data shows actually moves the needle.

If you know AI matters for your business but haven’t taken a real step yet, that’s exactly the conversation we like to have.

Start a conversation → — get a free consultation with our Singapore-based team.

A 10x adoption gap has opened between Singapore SMEs and large companies.
