Ask about the SkillsFuture Enterprise Credit (SFEC), and you’ll get a lot of blank looks. It’s a one-off credit introduced to help eligible companies offset the cost of business and workforce transformation — digitalisation projects, job redesign, and training all qualify — yet a meaningful share of eligible businesses let it lapse unused simply because nobody in the company was tracking it against a real project.

That’s the trap. The credit itself is straightforward. The part that trips SMEs up is timing: it only offsets costs for supportable programmes you’re already running or about to start, and it has a claim window. If you find out about it after your website rebuild or AI pilot is already paid for and closed out, you may have missed the boat.

Who Actually Qualifies

Eligibility is built around a small set of conditions that Enterprise Singapore checks automatically, so there’s no lengthy application form to fill in just to find out if you’re in scope. Broadly, a company needs to:

Have contributed to Skills Development Levy for at least three months within a specified assessment period

Have employed at least three local employees (Singapore Citizens or PRs earning above a minimum CPF-contributing wage) for those months

Be registered and operating in Singapore

Not be on the government’s debarment list from previous grant schemes

If your company meets these, the credit is usually pre-allocated to your entity and viewable on the Business Grants Portal or via GoBusiness — you don’t apply for eligibility, you apply the credit against a qualifying claim.

What It Can Actually Be Spent On

This is where most of the missed value happens. The credit isn’t restricted to training courses. It can offset the SME co-payment portion of supportable costs under programmes such as:

Pre-scoped digital solutions listed under Enterprise Singapore’s digitalisation programmes

Structured job redesign consultancy

Enterprise Singapore or SkillsFuture-supported training programmes for your staff

A website rebuild, a CRM rollout, or an AI chatbot project can all sit inside this scope if it’s structured and claimed through the right supportable programme — which is exactly where a lot of SMEs lose the credit’s value: they run the project correctly but never file the paperwork to draw down the credit against it.

Where SMEs Go Wrong

The most common mistake isn’t ineligibility — it’s sequencing. Companies pay their vendor in full, close the invoice, and only then ask whether a grant or credit could have applied. Most schemes, including SFEC-linked claims, want the paper trail to show intent before or during the project, not after. The second most common mistake is assuming the credit is cash-in-hand; it’s a credit against qualifying costs, so it needs a real, documented project to attach to.

Getting the Sequencing Right

The practical fix is simple: before you sign off on a digital project — a new website, an e-commerce build, an AI tool, a CRM migration — check what credits and grants your company currently holds, and structure the engagement so the paperwork lines up from day one. This is normally a fifteen-minute conversation, not a consulting engagement.

At Oasis Web Asia, this is a conversation we have with almost every Singapore SME client before a project starts, not after. We scope web development, e-commerce and AI projects in a way that’s compatible with the grants and credits our clients are entitled to, and we’ll flag upfront whether your SFEC balance or another scheme can realistically offset part of the cost — so you’re not the business that finds out too late. If you’re planning a digital project and aren’t sure what you’re sitting on, get in touch with our team before you sign anything.

A one-off government credit worth thousands is sitting unclaimed by many Singapore SMEs.
